41. or 2., the department, before that date, shall send a notice to the legislative
5reference bureau for publication in the Wisconsin Administrative Register that
6states the date on which the requirements under par. (b) and the authorization under
7par. (c) will be implemented. The requirements under par. (b) expire, the department
8may not enforce the requirements under par. (b), and any authorization under par.
9(c) terminates no later than the first day of the 37th month beginning after the date
10of implementation published in the Wisconsin Administrative Register.".
