AB104-AA1,1,11 At the locations indicated, amend the bill as follows:

AB104-AA1,1,4 21. Page 1, line 2: after "Board" insert ", bonding authority under the safe
3drinking water loan program, and loan interest rates and present value subsidies
4under the clean water fund program".

AB104-AA1,1,5 52. Page 2, line 18: after that line insert:

AB104-AA1,1,7 6" Section 2. 20.866 (2) (td) of the statutes, as affected by 2011 Wisconsin Act
732, is amended to read:

AB104-AA1,1,128 20.866 (2) (td) Safe drinking water loan program. From the capital
9improvement fund, a sum sufficient to be transferred to the environmental
10improvement fund for the safe drinking water loan program under s. 281.61. The
11state may contract public debt in an amount not to exceed $54,800,000 $59,500,000
12for this purpose.

1Section 3. 281.58 (12) (a) 1. of the statutes, as affected by 2011 Wisconsin Act
232, is amended to read:

AB104-AA1,2,83 281.58 (12) (a) 1. Except as modified under par. (f) and except as restricted by
4sub. (8) (b), (c), (f) or (h), the interest rate for projects specified in sub. (7) (b) 1. and
52. is 60 percent of market interest rate for projects for which the subsidy is allocated
6from the amount under s. 281.59 (3e) (b) for a biennium before the 2011-13 biennium
7and 75 percent of market interest rate for projects for which the subsidy is allocated
8from the amount under s. 281.59 (3e) (b) for the 2011-13 biennium or later.

AB104-AA1, s. 4 9Section 4. 281.58 (12) (a) 2. of the statutes, as affected by 2011 Wisconsin Act
1032, is amended to read:

AB104-AA1,2,1611 281.58 (12) (a) 2. Except as modified under par. (f) and except as restricted by
12sub. (8) (b), (c), (f) or (h), the interest rate for projects specified in sub. (7) (b) 5. is 65
13percent of market interest rate for projects for which the subsidy is allocated from
14the amount under s. 281.59 (3e) (b) for a biennium before the 2011-13 biennium and
1575 percent of market interest rate for projects for which the subsidy is allocated from
16the amount under s. 281.59 (3e) (b) for the 2011-13 biennium or later.

AB104-AA1, s. 5 17Section 5. 281.58 (12) (a) 3. of the statutes, as affected by 2011 Wisconsin Act
1832, is amended to read:

AB104-AA1,2,2419 281.58 (12) (a) 3. Except as modified under par. (f) and except as restricted by
20sub. (8) (b), (c), (f) or (h), the interest rate for projects specified in sub. (7) (b) 4. is 70
21percent of market interest rate for projects for which the subsidy is allocated from
22the amount under s. 281.59 (3e) (b) for a biennium before the 2011-13 biennium and
2375 percent of market interest rate for projects for which the subsidy is allocated from
24the amount under s. 281.59 (3e) (b) for the 2011-13 biennium or later.

1Section 6. 281.59 (3e) (b) 1. of the statutes, as affected by 2011 Wisconsin Act
232, is amended to read:

AB104-AA1,3,43 281.59 (3e) (b) 1. Equal to $69,200,000 $110,200 during the 2011-13
