AB1-ASA1-AA3,1,11 At the locations indicated, amend the substitute amendment as follows:
AB1-ASA1-AA3,1,3 21. Page 3, line 13: delete that line and substitute: "subject to s. 16.705, 16.75
3(1) (a) 1. and 3., (b) and (c), (1m) to (5) and (8) to (10), 16.752 or 16.765.".
AB1-ASA1-AA3,1,4 42. Page 27, line 19: after "to" insert "s. 229.70 and".
AB1-ASA1-AA3,1,5 53. Page 27, line 20: delete "The" and substitute "Subject to s. 229.70, the".
AB1-ASA1-AA3,1,7 64. Page 31, line 11: delete "Minority contracting goals." and substitute

AB1-ASA1-AA3,2,2 9"(7) If a vendor is not a Wisconsin producer, distributor, supplier or retailer and
10the district determines that the state, foreign nation or subdivision thereof in which
11the vendor is domiciled grants a preference to vendors domiciled in that state, nation
12or subdivision in making governmental purchases, the district shall give a
13preference over that vendor to Wisconsin producers, distributors, suppliers and
14retailers, if any, when awarding an order or contract. The district may enter into

1agreements with states, foreign nations and subdivisions thereof for the purpose of
2implementing this subsection.
AB1-ASA1-AA3,2,3 3(8) (a) In this subsection:
AB1-ASA1-AA3,2,54 1. "Manufactured" means mined, produced, manufactured, fabricated or
5assembled.
AB1-ASA1-AA3,2,96 2. "Manufactured in the United States" means that materials are
7manufactured in whole or in substantial part within the United States or that the
8majority of the component parts thereof were manufactured in whole or in
9substantial part in the United States.
AB1-ASA1-AA3,2,1110 3. "Materials" means any goods, supplies, equipment or any other tangible
11products or materials.
AB1-ASA1-AA3,2,1212 4. "Purchase" means acquire by purchase or lease.
AB1-ASA1-AA3,2,1413 (b) When all other factors are substantially equal, the district shall purchase
14materials which are manufactured to the greatest extent in the United States.
AB1-ASA1-AA3,2,2115 (c) Paragraph (b) does not apply if the materials are purchased for the purpose
16of commercial resale or for the purpose of use in the production of goods for
17commercial sale. Paragraph (b) does not apply if the district determines that the
18foreign nation or subdivision thereof in which the vendor is domiciled does not give
19preference to vendors domiciled in that nation or subdivision in making
20governmental purchases. Paragraph (b) does not apply if the district determines
21that:
AB1-ASA1-AA3,2,2322 1. The materials are not manufactured in the United States in sufficient or
23reasonably available quantities; or
AB1-ASA1-AA3,3,2
12. The quality of the materials is substantially less than the quality of similar
2available materials manufactured outside of the United States.".
