AB150-SA45,1,11 At the locations indicated, amend the engrossed bill as follows:
AB150-SA45,1,2 21. Page 2665, line 16: after that line insert:
AB150-SA45,1,3 3"(15g)Limitation on expenditures for out-of-state travel.
AB150-SA45,1,4 4(a) In this subsection:
AB150-SA45,1,5 51.  "Secretary" means the secretary of administration.
AB150-SA45,1,6 62.  "State agency" has the meaning given in section 20.001 (1) of the statutes.
AB150-SA45,1,10 7(b) The secretary shall determine for each state agency the amount expended
8by the state agency for travel expenses incurred by its officers and employes outside
9this state in the 1994-95 fiscal year that was funded from each revenue source except
10federal revenue.
AB150-SA45,1,15 11(c) Except as provided in paragraph (h), no state agency may make total
12expenditures from each revenue source except federal revenue in the 1995-96 fiscal
13year or the 1996-97 fiscal year for travel expenses incurred by its officers or employes
14outside this state exceeding 90% of the total amount expended by the agency for that
15purpose from that revenue source in the 1994-95 fiscal year.

1(d) Notwithstanding section 16.50 (1) (a) and (2) of the statutes, the secretary
2shall require submission of expenditure estimates under section 16.50 (1) of the
3statutes for all travel expenses to which paragraph (c) applies and shall withhold
4approval of any estimate for expenditures to be made in violation of paragraph (c).
AB150-SA45,2,16 5(e) The secretary shall, during the 1995-96 fiscal year, lapse to the general
6fund or appropriate segregated fund from each sum certain appropriation account
7made to each state agency from any revenue source except program revenue,
8segregated revenue derived from specific program receipts or federal revenue, or
9shall reestimate to subtract from the expenditure estimate for each appropriation
10other than a sum certain appropriation made to each state agency from any revenue
11source except federal revenue, an amount equivalent to 10% of the total amount
12expended by that state agency for travel expenses incurred by its officers and
13employes outside this state from that appropriation in the 1994-95 fiscal year, if any.
14The secretary shall, during the 1996-97 fiscal year, lapse to the general fund or
15appropriate segregated fund from each such account or shall reestimate to subtract
16from each such estimate an equivalent amount.
AB150-SA45,2,22 17(f) Each sum certain appropriation to each state agency for the 1995-96 fiscal
18year and the 1996-97 fiscal year from program revenue or segregated revenue
19derived from specific program receipts is decreased by an amount equivalent to 10%
20of the total amount expended by that agency for travel expenses incurred by its
21officers and employes outside this state from that appropriation in the 1994-95 fiscal
22year, as determined by the secretary.
AB150-SA45,3,13 23(g) Notwithstanding sections 16.42 (1) (e) and 16.46 (5) of the statutes, the
24secretary shall exclude from the information submitted by state agencies under
25section 16.42 (1) (e) of the statutes and from the budget compilation under section

116.43 of the statutes for each fiscal year in the 1997-99 fiscal biennium, for each
2annual sum certain appropriation from any revenue source except federal revenue,
3an amount equal to any amount lapsed from that appropriation account under
4paragraph (e) or an amount equal to any appropriation decrease applied under
5paragraph (f) for the 1995-96 fiscal year, and shall exclude from that information
6and compilation for the 1997-99 fiscal biennium, for each biennial sum certain
7appropriation from any revenue source except federal revenue, an amount equal to
8twice the amount lapsed from that appropriation account under paragraph (e) or an
9amount equal to twice the amount of any appropriation decrease applied under
10paragraph (f) for the 1995-96 fiscal year. The secretary shall similarly exclude from
11that information and that compilation for the 1997-99 fiscal biennium any similar
12amount reestimated under paragraph (e) when computing an expenditure estimate
13for any appropriation from a revenue source other than federal revenue.

15department of revenue.".
