"Every act and every portion of an act enacted by the legislature over the governor's partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication as designated" by the secretary of state [the date of publication may not be more than 10 working days after the date of enactment].
2013 WISCONSIN ACT 3
An Act to renumber and amend 450.19 (1); and to create 450.19 (1) (a) of the statutes; relating to: the exclusion of veterinarians from the prescription drug monitoring program.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
3,1 Section 1. 450.19 (1) of the statutes is renumbered 450.19 (1) (intro.) and amended to read:
450.19 (1) (intro.) In this section, "prescription:
(b) "Prescription drug" means a substance identified in s. 961.16 or 961.18 or a drug identified by the board by rule as having a substantial potential for abuse.
3,2 Section 2. 450.19 (1) (a) of the statutes is created to read:
450.19 (1) (a) "Practitioner" has the meaning given in s. 450.01 (17) but does not include a veterinarian licensed under ch. 453.
3,3 Section 3. Nonstatutory provisions.
(1) The pharmacy examining board may not require a veterinarian licensed under chapter 453 of the statutes to deliver to the board a record that the veterinarian generated in compliance with the program under section 450.19 of the statutes before the effective date of this subsection.
