1995 WISCONSIN ACT 25
An Act to create 941.26 (4) (L) of the statutes; relating to: possession of containers that emit oleoresin of capsicum and providing penalties.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
25,1 Section 1 . 941.26 (4) (L) of the statutes is created to read:
941.26 (4) (L) Any person who has been convicted of a felony in this state or has been convicted of a crime elsewhere that would be a felony if committed in this state who possesses a device or container described under par. (a) is subject to a Class A misdemeanor. This paragraph does not apply if the person has received a pardon for the felony or crime.
25,2 Section 2 . Initial applicability.
(1)  This act first applies to the possession of a device or container on the effective date of this subsection, regardless of the date that the prior felony or crime, as described in section 941.26 (4) (L) of the statutes, as created by this act, occurred.
